Prof Tanya Monro AC

Professor Tanya Monro commenced as Chief Defence Scientist in March 2019. Prof Monro is head of Defence Science and Technology Group and Capability Manager for Innovation, Science and Technology in the Australian Department of Defence. In June 2022, Prof Monro was awarded a Companion of the Order of Australia (AC) for eminent service to scientific and technological development, to research and innovation, to tertiary education, particularly in the field of photonics, and to professional organisations. Prof Monro also holds the Bragg Gold Medal for the best physics PhD thesis in Australia, Prime Minister's Malcolm McIntosh Prize for Physical Scientist of the Year, SA Australian of the Year, and the Eureka Prize for Excellence in Interdisciplinary Scientific Research. Prof Monro obtained her Doctor of Philosophy in physics from The University of Sydney, and was awarded a Royal Society University Research Fellowship at the University of Southampton. Previous roles include Deputy Vice Chancellor Research and Innovation at the University of South Australia and inaugural director of the Institute for Photonics and Advanced Sensing and the Australian Research Council Centre of Excellence for Nanoscale Bio Photonics at the University of Adelaide. For contributions to optics engineering and advancing Australian national security, Prof Monro is an International Member of the United States National Academy of Engineering. Prof Monro is a Fellow of the Australian Academy of Science, the Australian Academy of Technology and Engineering, the Optical Society of America and an Honorary Fellow of the Australian Institute of Physics.

MAJGEN (Retd) Mick Ryan AM
Senior Fellow for Military Studies, Lowy Institute
Mick spent over 35 years in the Australian Army and had the honour of commanding soldiers at troop, squadron, regiment, task force and brigade levels. He served in East Timor, Iraq and Afghanistan as well as on the U.S. joint staff in Washington DC. Mick is a distinguished graduate of the U.S. Marine Corps Command and Staff College (2002), the U.S. Marine Corps School of Advanced Warfighting (2003), and a distinguished graduate from the Johns Hopkins School of Advanced International Studies in Washington DC (2012). He has master’s degrees in military studies, operational studies and international public policy. In June 2026, Mick completed his PhD at the University of Queensland. He is a keen author on the interface of strategy, innovation, advanced technologies, and people. In February 2022, his book War Transformed was published by USNI Books. His next book, White Sun War: The Campaign for Taiwan, was published in May 2023 by Casemate Books. His latest book, The War for Ukraine: Strategy and Adaptation Under Fire, was published in August 2024. His next book, a sequel to White Sun War, will be published by USNI Books in early 2027. Mick is the inaugural Senior Fellow for Military Studies at the Lowy Institute in Sydney, and an adjunct fellow at the Center for Strategic and International Studies in Washington DC.

COL James D. M. Beall

COL Matt Beall, is the UCJ39 Director of Information Operations for USFK J39, UNC U39, and CFC C39, Camp Humphreys, South Korea. Most recently, COL Beall served as the G39 Information Operations division chief for Hawaii's 25th Infantry Division. Supporting numerous OPERATION PATHWAYS events which included FREEDOM SHIELD, TALISMAN SABRE, COBRA GOLD, and the newly established Joint Pacific Multi-National Readiness Center. His most recent deployment was in support of MINUSMA, a United Nations Peacekeeping Operation in Mali. COL Beall's, previous assignments include; Instructor and Deputy-Concepts, Requirements, Integration, Doctrine, and Personnel at the US Information Operations Proponent, and Information Operations Planner for 1st Armored Division. Prior to his time as an Information Operations Officer COL Beall was an Armor Officer with time as a BN S3, Brigade Planner, and three separate company commands. COL Beall, has attended the Command and General Staff College and Information Operations Course at Fort Leavenworth, KS, Maneuver Captains Career Course and Cavalry Leaders Course at Fort Knox, KY. He earned his Masters in Business Administration from Webster University, and Undergraduate in Business from Mississippi State University. COL Beall's, experience includes, three tours to Iraq as a Platoon Leader, Brigade Planner, Company Commander, and Division Information Operations Planner. One tour in Afghanistan as a Company Commander, and most recently as the Deputy U3 Operations Officer for the United Nations' Mission in Mali, Africa. During his time at 25th ID he has supported exercises and events in Thailand, Korea, Philippines, Indonesia, and Australia. COL Beall, is supported by his wife, Adrienne, and their five children; London, Penelope, Hazel, Noble, and Delton. They are an active family, who will continue to homeschool their children in Korea, including daily activities such as Korean Language, Tae Kwon Do, church, and taking in all their new home has to offer.

Dr David Galligan
Director and Chief Defence Scientist, New Zealand Defence Force
Dr David Galligan joined the New Zealand Defence Force’s Defence Science and Technology (DST) organisation as an Operations Analyst in 2002. He led DST’s Operations Analysis team from 2007-2020. This included leading scientific campaigns covering concept development and experimentation, capability development, support to operations, and support to strategic planning. This wide-ranging scope has provided him with excellent insights into the opportunities for DST to have a significant impact on the New Zealand Defence Force and the wider security sector. Dr Galligan was appointed as Group Director for Electronic Warfare Systems at DST in 2020, and two years later he was honoured to be appointed as the Director of DST. This current position encompasses the roles of New Zealand’s Chief Defence Scientist and New Zealand’s Principal on several international agreements, including Five Eyes S&T (formerly TTCP), which is the pre-eminent Five-Eyes Defence science and technology collaborative arrangement. Dr Galligan has received international awards from Five Eyes S&T for ground-breaking research on network-enabled capability and countering improvised threat systems. He has engaged in international benchmarking activities and has regularly addressed national and international symposia. He has held executive chair roles across major international arrangements. Since taking over as Director, Dr Galligan has led a change programme at DST, which aims for greater focus and clearer paths to impact for DST’s scientific portfolio. It emphasises increased use of partnering with the wider scientific ecosystem and ensuring excellence in underpinning the science system at DST. Such changes are designed to ensure that DST can deliver New Zealand the critical Defence science and technology support that is increasingly required within a challenging strategic environment. Dr Galligan holds a PhD and MSc (Hons) in Physics from the University of Canterbury. He also holds a BSc in Physics and Mathematics from the University of Waikato and a National Diploma in Business (Level 5). He is a graduate of multiple leadership courses from the NZDF’s Institute of Leadership Development. Dr Galligan’s doctoral research focus was on the analysis of radar-derived meteor data to help determine the structure of the interplanetary meteoroid cloud, and he has published extensively on this in peer reviewed scientific journals. He has held a post-doctoral fellowship collaborating with international researchers at the European Space Operations Centre.

Dr Karen Zita Haigh
Cognitive EW and Embedded AI Consultant, Haskill Consulting, USA
Dr. Karen Haigh is an expert and consultant in Cognitive EW and embedded AI. Her focus is on physical systems with limited communications and limited computation resources that must perform under fast hard- real-time requirements. Her book "Cognitive Electronic Warfare: An Artificial Intelligence Approach" (2nd ed) was published by Artech House in 2025. She received her Ph.D. in from Carnegie Mellon University in Computer Science with a focus on AI and Robotics. Dr. Haigh is a Fellow of the IEEE for contributions to closed-loop control of embedded systems, and a Fellow of the International Academy of AI Sciences (AAIS) for outstanding achievements in the area of smart homes.

Anthony (Tony) Lisuzzo

Anthony (Tony) Lisuzzo is President of the Association of Old Crows (AOC) and President/CEO of Ironwave Technologies LLC. He has more than 40 years of senior leadership experience across government and industry in the fields of Electronic Warfare, Cyber, Intelligence, Information Warfare and C5I. Tony is a retired Senior Executive Service (SES) member and currently serves as President and Chief Executive Officer of Ironwave Technologies, LLC. Tony also serves on the Maryland State Cyber Security Council, the Advisory Board of EnergyLink3, and is President Emeritus of the Army Alliance and a Board Member of the Maryland Center for the Performing Arts in Harford County. He was inducted into the APG C5ISR Hall of Fame in 2020.

Dr Chen-Yi (Crystal) Tu
Research Fellow, Institute for National Defense and Security Research (INDSR), Taiwan
Dr Chen-Yi (Crystal) Tu is a researcher at the Division of Cybersecurity and Decision-Making Simulation, Institute of National Defense and Security Research (INDSR) in Taiwan. Her current research focuses on policy, strategy, and operationalization in cyber and space domains and electromagnetic spectrum operations (EMSO). In addition to policy-oriented research, Dr. Tu analyzes the vital fields of PRC science & technology development, and how the advancement fuels the modernization of People’s Liberation Army. Prior to her current role at INDSR, Dr. Tu provided data science training and consulting services to both public and private sector organizations in Taiwan. She holds a Bachelor of Science in life science, Master of Science, and PhD in oceanography from National Taiwan University.
Ohad Katz is the Managing Director for Raytheon Australia, responsible for the executive management of Raytheon operations in Australia and New Zealand. With more than 23 years in the business, Ohad is a long-standing member of Raytheon Australia’s senior leadership team with a wealth of experience and strong relationships across Government, Defence and industry. Ohad’s contribution to Raytheon Australia has spanned cornerstone Defence programs, including the Collins Class submarines and Hobart Class destroyers, and he has played an integral role in delivering enabling capabilities to the Australian Defence Force. Ohad has bolstered the defence industrial base through his commitment to establishing the Capability Plus program in support of small and medium enterprises and his advocacy for defence exports through the Global Supply Chain Pathways program. Prior to assuming the role of Managing Director, Ohad served as Chief of Contracts & Supply Chain, responsible for all contract and supply chain operations across the business. Ohad is an experienced commercial lawyer with a background in contract management and government procurement policy, intellectual property and commercial matters. He has significant experience in developing innovative commercial solutions, drafting commercial agreements and negotiations for complex programs. He has served as a member of the Australian Government’s Strengthened Export Controls Steering Group, and various sub-committees addressing the implementation of the Australian Defence Trade Controls Act. Prior to joining Raytheon Australia, Ohad practiced as a commercial lawyer with the Australia Government Solicitor. He worked for the Office of Asset Sales and Information Technology Outsourcing and held positions within the Department of Defence’s Contracts Organisation. Ohad was also assistant manager and financial controller for private light engineering company, Henry Engineering Co. Rene D. Kanayama, B.A. (Philosophy & Ethics), M.A. (International Relations), Postgraduate Diploma (Oil & Gas Technology), MBA (Oil & Gas Industry Management), has been professionally engaged in the region of post-Soviet republics, Western Balkans and Middle East since 2003. At the Institute ITSTIME of the Catholic University of the Sacred Heart, Milan, Italy, he participates in academic activities as a Senior Researcher for Electronic Warfare and Electromagnetic Spectrum Operations, as well as the Head of Central Asia Branch. In a capacity of multiple Government Advisory positions, he has counselled both the government agencies and investing international corporates on issues of direct investment, energy security and counter-terrorism. From 2023 he functions as an International Liaison for Counter-SIGINT, Cybersecurity and Critical Infrastructure Protection at the State Service of Special Communication and Information Protection of Ukraine in Kyiv. He regularly publishes articles on topics of energy security, conflict resolution, intelligence and counter-terrorism; and regularly visits Ukraine and other conflict areas to interact with the local defense and security stakeholders. In 2026 he is due to complete a PhD course focused on Counter-Terrorism.

Peter Jenkins

Peter first started at Garden Island Dockyard in 1978 as a Trainee Technical Officer in the Radar and Countermeasures Workshop. In 1989, he founded Jenkins Engineering Defence Systems (JEDS), which specialise in providing electronic warfare, radar, and communications support—primarily to the RAN. He joined the Kangaroo Chapter over 40 years ago, which then became the Australian Chapter of the AOC. Notable Achievements: In 2019, Peter was awarded the McNeil Prize by the Australian Naval Institute, which recognises an individual from Australian industry who has made an outstanding contribution to the capabilities of the Royal Australian Navy. In 2023, he was honoured with the Medal of the Order of Australia (OAM) for service to electrical engineering. Peter is a member of the IEEE and the IEEE Antennas and Propagation Society, a founding member of the Australian Industry & Defence Network, a member of the Antenna Measurement Society, and an Honorary Life Member of the Professional Radio and Electronics Institute of Australia.

David Enchelmaier is an Advanced Concepts Engineer at L3Harris, based in Eight Mile Plains, Queensland. He has over 25 years experience designing high performance RF and photonic products for EW applications in all domains. Notable capabilities David has contributed to include ESM and RWR systems on aircraft such as the E-7 Wedgetail, F/A-18 E/F Super Hornet, and KC-46 Pegasus, and various maritime ESM and decoy systems. Technology innovation supporting end-user mission needs is a long-standing interest for David. Throughout his career he has worked closely with DSTG on Electronic Warfare and Radar technology development. These collaborations have ranged from advanced Capability and Technology Demonstration activities through to design and manufacture of custom equipment for Hardware In the Loop test environments. David holds a Bachelor of Engineering (Aerospace/Avionics) and a Masters Degree in Engineering (Research). He is a past director of the Australian chapter of the AOC and remains actively involved.

He is a senior defence technology leader with extensive experience in radar, electronic warfare, phased arrays, sensor systems, command and control, and battlespace decision support. Dr Andrew Piotrowski is currently the Principal EW Systems Engineer at DEWC Services. Andrew has lead defence work on risk reduction activities and research studies for Electronic Countermeasure System, High Power Microwave, vulnerabilities of COTs communication devices, communication, and radar ECM techniques. Andrew’s career spans development, design and testing of Radio Frequency Countermeasures for Communication and Radars, their testing, vulnerability assessment and testing of various communication and radar systems, development High Power Microwave and Electromagnetic technologies for military and commercial applications. Andrew is recipient of the 2018 Minister of Defence for Achievements in Defence Science award and several DST achievements awards. His contribution to ADF is recognized with several commendation letters. He holds PhD in microwave engineering from RMIT and MEng in Telecommunication from Wroclaw TU.

Glenn Murray

Glenn Murray has been a lead instructor for the SOIO for a number of years. He has delivered specialised EW, Cyber, Undersea Warfare (USW) and Space training courses to over 1000 students. Glenn is a C4IEW system expert with significant ADF training experience and over 30 years’ operational experience with C5ISREW systems. This includes their interaction and operations within UAS, EW, Cyber and Space domains. Glenn has managed the integration and testing of C5ISREW systems across various ADF platforms and operational environments. This includes the use of UAS and space-based systems to support operational tasks. Glenn has managed and operated sensors including imaging radars, EO/IR cameras, EW, and C4 systems and has been an instructor of these systems. Glenn has deployed on national and international operations and exercises. His EW operational experience includes numerous deployments providing direct C5ISREW support to ADF, Coalition and Joint Special Forces.

Dr Venkata Gutta

Dr Venkata Gutta is the founder and CEO of MILLIBEAM, an Australian vertically integrated RF systems and platform company building platforms from chip to fielded system. MILLIBEAM designs RF and mmWave technology end-to-end, from proprietary semiconductor chips and antennas through to field-deployable intelligent RF platforms including RAKURAI, its multi-band counter-UAS system. Before founding MILLIBEAM, Dr Gutta spent more than a decade in senior technical roles at NXP Semiconductors, Freescale Semiconductor and Ampleon, taking chip designs from architecture through tape-out and accumulating over US$200M in design wins. He holds a PhD in microwave and millimetre-wave electronics from Macquarie University and is the author of multiple IEEE publications and international patents.

Hope Sneddon

Hope is an Aerospace and Software Engineer who specializes in autonomous platform software development, systems management and systems engineering methodologies. Her experience with autonomous and/ or software defined systems extends to employers such as Designworks, Boeing Defence Australia and CS Energy using a variety of different software languages and industry standard tools and practices. Hope is passionate about proliferating modern design approaches and machine learning capability within the defence, space and aviation industries to enable more safe and performant complex remote systems.

Martin Blake

Curtin University
Martin Blake is involved in teaching and defence-related research at Curtin University, working within the Curtin Institute for Radio Astronomy (CIRA). His focus is on timing precision, software-defined radios, and digital signal processing for contested and GPS-denied environments. His current work examines alternative sources of precise timing where GPS is degraded or denied, combining hands-on software-defined radio experimentation with simulation grounded in real instrument models. The pulsar timing research presented here draws on CIRA's low-frequency radio arrays and expertise, and sits within a broader programme on layered Alt-PNT approaches and the sovereign timing-resilience capability that Australia's radio infrastructure could support.

Prior to founding RFTEQ, David developed Defence Electronic Surveillance and Electronic Attack systems and provided scientific guidance to the Tactical Electronic Warfare Systems Program Office (TEWSPO) and 7 Signals Regiment across LAND 500 Phase 1, LAND 555 Phase 6, and DEF 555 Phase 2–4. He also completed a two-year international engagement with the US National Air and Space Intelligence Center (NASIC), where his contribution to allied intelligence assessments of threat system capabilities earned him a Director of Defence Intelligence Organisation Commendation for outstanding effort and collaboration.

Dr Khaled Mahbub Morshed is a Senior RF and Electronics Researcher within the Defence Science and Technology Group (DSTG), Australia's national Defence science and technology agency. His work is focused on the research, design, and development of advanced radio-frequency (RF) hardware, radar technologies, electronic systems, and antenna solutions that contribute to the enhancement of Defence capability and technological superiority. Prior to joining DSTG, Dr Morshed was a Hardware Engineer with BAE Systems Australia, where he played a key role in the development and delivery of complex Defence and national surveillance capabilities. His contributions spanned several strategically significant programs, including the Australian Military Airspace Control Communications System (AMACCS), the Civil Military Air Traffic Management System (CMATS), and the Jindalee Operational Radar Network (JORN), supporting both Defence operations and national security outcomes. Dr Morshed holds a PhD in Electronic Engineering from Macquarie University, Australia, a Master of Engineering from the University of South Australia, and a Bachelor of Science in Electronics and Communication Engineering from Khulna University of Engineering & Technology (KUET), Bangladesh.
